Stat/Transfer Year 2000 Readiness Disclosure

The information in this document is being designated a Year 2000 Readiness Disclosure. This information is provided pursuant to the Year 2000 Information and Readiness Disclosure Act solely to assist the planning of the transition to the Year 2000. This document contains information currently available concerning the behavior of Stat/Transfer with respect to Year 2000 processing and is updated regularly and subject to change. We recommend that you check the information regularly for any changes.

Any statements made to you by Circle Systems or contained herein in the course of providing Year 2000 related fixes are subject to the Year 2000 Information and Readiness Disclosure Act (112 Stat. 2386). In case of a dispute, this Act may reduce your legal rights regarding the use of any such statements unless otherwise provided by your contract or tariff.

This Year 2000 Readiness Disclosure document supercedes all previous Year 2000 Readiness Disclosure documents concerning these products.

Stat/Transfer Year 2000 Compliant Products:

• Stat/Transfer Versions 5 and higher for Windows and Unix
• Stat/Transfer Version 4.x for Windows

The above products are Year 2000 Compliant as defined by Rules 1-4 below, subject to the following restrictions and exceptions:

• The operating system and hardware on which these products are running must themselves be Year 2000 compliant.
• Version 4.x may, after Jan 1, 2000, write the current date incorrectly into the headers of certain older file formats.
• Version 4.x will not handle dates prior to March 1, 1900 correctly.

Rules for Compliance

• Rule 1: The product will operate into the 21st Century.
• Rule 2: Date-based functionality will behave consistently for dates prior to, during and after the year 2000.
• Rule 3:  If the product allows the user to enter a 2-digit short cut for the year, the year is recognized consisent with a four-digit format.
• Rule 4:  Year 2000 is recognized as a leap year.

Rule 1:  The Product will operate into the 21st century.

Stat/Transfer Year 2000 compliant products have been tested with the clock date set beyond 1 January 2000 without any interruption to operation.

Rule 2:  Date-based functionality will behave consistently for dates prior to, during and after year 2000.

Stat/Transfer stores all dates as Julian dates (the number of days since a fixed origin), and therefore allows the representation of dates before and after January 1, 2000 and correctly performs calculations involving dates which span this date.  For Stat/Transfer Versions 5 and higher, the origin for the Julian date numbers is December 30, 1899.

Rule 3:  If the product allows the user to enter a 2-digit shortcut for the year, the year is recognized consistent with a four-digit format.

When Stat/Transfer converts character data to dates, it will use the full four digit year, if it is present.  If a two digit year is present its treatment will be governed by the value of the “Century Changeover Year” option. This is “20”, by default.  Thus if a two digit year is less than 20, it will be interpreted as being in the 21st century.  Users can set this option to whatever value is appropriate for their data.

Rule 4:  Year 2000 is recognized as a leap year.

Stat/Transfer recognizes that the year 2000 is a leap year and will compute serial date numbers correctly for dates before, and after February 29, 2000.

Year 2000 compliance information for third party products, including underlying operating systems and the software packages supported by Stat/Transfer,  is available from the developers of such products.  Circle Systems has not verified the contents of any third party compliance statements and is not responsible for, or the source of, any information contained in such statements.
